The Systemic Approach for Estimating and Strategizing Energy Security: The Case of Ukraine

The current approaches to estimating the level of energy security are based on applying a comprehensive approach selecting factors that affect and dynamics processes in this domain. This article reveals application model estimation strategizing systemic description as an object management: integral system, elements connections, functions, processes, system’s material. At same time, is able take into account technological, political, economic, other operating country global arena. developed uses modern methodology integrated estimation: multiplicative form index, formalized definition safe existence limits order provide scientific substantiation threshold vector, modified rationing method, principal components sliding matrix method substantiate dynamic weighting coefficients. paper demonstrates shaping strategic goals domain context sustainable development; trajectory development calculated by applies principle “future determined future” instead classical forecasting “past determines future”. In general, shows possibility unifying process formalizing (according needs researcher: country, industry, network, supply chain) management, status, regulatory sphere transformation accordance with target values for monitoring effectiveness management.
